Cape Town, May 26, 2025 – The People’s Movement for Change (PMC) strongly condemns the City of Cape Town’s decision to implement a congestion tax, a policy that starkly disregards the well-being of our most vulnerable communities. This decision by the DA-run city council demonstrates a blatant insensitivity to the daily struggles of the poorest residents who rely on accessing central areas like Cape Town CBD, Sea Point, and Woodstock for their livelihoods. 

Impact on Disadvantaged Communities 

The proposed congestion tax disproportionately affects those in disadvantaged neighborhoods who travel to the city center for work. These are the individuals who can least afford additional financial burdens. It’s these communities, often already grappling with socio-economic hardships, that will bear the brunt of this ill-conceived policy. Workers commuting to CBD, Sea Point, and Woodstock are now faced with an added economic strain, further entrenching them in a cycle of poverty. 

Critique of Policy Implementation 

Lack of Consideration for Socio-Economic Disparities: 

By imposing this tax, the City of Cape Town shows a clear disregard for the socio economic realities of its residents. The policy fails to consider the significant impact on low-income households, effectively penalizing them for commuting to areas where they earn their livelihoods. 

Exacerbation of Inequality: 

The congestion tax is likely to widen the inequality gap. While wealthier residents and businesses may easily absorb the cost, the poorest are forced to shoulder extra financial burdens that they simply cannot afford. This policy could lead to decreased access to job opportunities and essential services for those in disadvantaged communities. 

Call for Opposition and Action 

The People’s Movement for Change calls upon all residents of Cape Town to join us in opposing this regressive tax to the fullest extent. We urge the City Council to reconsider this policy and to engage in meaningful consultations with the communities affected. Effective urban planning and innovative, inclusive solutions should prioritize the needs of all citizens, especially the most vulnerable.

Demands: 

Immediate Suspension of the Congestion Tax: 

• Halt the implementation until thorough impact assessments and inclusive consultations with affected communities are conducted. 

Equitable Transportation Solutions: 

• Develop and implement transportation policies that are fair, considering the financial capacities of all residents. Look into affordable public transportation enhancements and alternatives to reduce congestion without imposing punitive measures on the poor. 

Transparent Decision-Making: 

• Ensure transparency in the decision-making process and involve community representatives to voice the concerns and realities of those who are most affected. 

Conclusion 

The People’s Movement for Change reiterates its commitment to stand with and advocate for the people on the ground. We call on the City of Cape Town to prioritize the needs and rights of all its residents, ensuring policies foster inclusivity and support rather than hinder those already facing economic hardships.
